EVALUASI PELAKSANAAN PROGRAM BANTUAN OPERASIONAL SEKOLAH (BOS) DALAM UPAYA MENGURANGI ANGKA PUTUS SEKOLAH

Wajib Belajar sembilan tahun yang dicanangkan oleh Pemerintah sejak 2 Mei 1994 belum memenuhi target sehingga Pemerintah perlu mengeluarkan kebijakan Inpres Nomor 5 Tahun2006 tentang Gerakan Nasional Percepatan Penuntasan Wajib Belajar 9 Tahun dan Pemberantasan Buta Aksara. Program BOS dilatarbelakangi oleh kenaikan harga BBM yang mengakibatkan turunnya dayabeli masyarakat yang berdampak negatif terhadap akses masyarakat miskin terhadap Pendidikan Dasar Sembilan Tahun. Sesuai UU No. 20 Tahun 2003 tentang Sistem Pendidikan Nasional mengamanatkan bahwa “Setiap warga negara mempunyai hak yang sama untuk memperoleh pendidikan yang bermutu dan Pemerintah wajib memberikan layanan dan kemudahan serta menjamin terselenggaranya pendidikan yang bermutu bagi setiap warga negara tanpa diskriminasi.â€
