The establishment of 80,000 Village Cooperatives (Koperasi Desa Merah Putih (KDMP)) represents a major government initiative to strengthen rural economic development and community-based enterprises in Indonesia. However, translating this ambitious policy into operational and sustainable cooperative organizations requires more than institutional establishment and physical infrastructure. Human resource readiness is a critical factor in ensuring effective implementation, professional management, and long-term organizational performance. This study aims to examine the Strategic Human Resource Management (SHRM) challenges associated with the implementation of Village Cooperatives in Indonesia and to develop a framework for strengthening their operational readiness. Using a qualitative documentary research approach, the study will analyze government policies, regulatory documents, institutional reports, and relevant academic literature through thematic analysis. The analysis focuses on five strategic HRM dimensions: recruitment and competency alignment, human resource development and training effectiveness, leadership and professional governance, performance management and accountability, and employee motivation and talent retention. The study proposes an integrated Strategic HRM framework linking human resource practices with organizational and operational readiness, ultimately supporting sustainable cooperative performance. This research is expected to contribute to the strategic HRM and policy implementation literature while providing practical recommendations for improving human resource management in Indonesia's Village Cooperatives.
