Focus and Scope
Journals of Government and Civil Society (JGCS) (p-ISSN 2579-4396, e-ISSN 2579-440X) aims to disseminate the conceptual thoughts or ideas and research outcomes that have been accomplished in the area of Government Science focusing on the primary issue as follows:
Local and Innovative GovernmentÂ
Explores how local governments use technology, participatory models, and community-centered approaches to improve governance, public service delivery, and inclusive development. Topics may include smart governance, policy innovation, decentralization, and urban resilience.ÂThe Democracy and Civil SocietyÂ
Examines how civil society actors—including NGOs, grassroots movements, and citizen groups—promote democratic values, social inclusion, ecological protection, and collaborative governance. This includes studies on civic participation, political education, social movements, and environmental justice.
Peer Review Process
This journal uses double-blind review, which means that both the reviewer and author identities are concealed from the reviewers, and vice versa, throughout the review process. To facilitate this, authors need to ensure that their manuscripts are prepared in a way that does not give away their identity. Every submitted article is independently reviewed by at least two peer-reviewer. The decision for publication, revision, or rejection is based upon their reports/recommendation. The typical timeline from article submission to publication decision spans approximately 12 weeks. After being reviewed, there will be four kinds of editor decision based on reviewers’ recommendation:
- Accept Submission: The submission will be accepted without revisions.
- Revisions Required: The submission will be accepted after minor changes have been made.
- Resubmit for Review: The submission needs to be re-worked, but with significant changes, may be accepted. It will require a second round of review, however.
- Decline Submission: The submission will not be published in the journal.Â

Publication Frequency
The Journal of Government and Civil Society (JGCS) is published twice a year, in April (Issue 1) and October (Issue 2). The publication process for the Journal of Government and Civil Society (JGCS) is designed to be efficient and transparent, ensuring high-quality academic output. The typical timeline from article submission to publication decision spans approximately 12 weeks. This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge. All articles published Open Access will be immediately and permanently free for everyone to read and download. We are continuously working with our author communities to select the best choice of license options, Creative Commons Attribution-ShareAlike 4.0 International License (CC BY-SA 4.0).

1. Journal of Government and Civil Society (JGCS), first published through Volume 1 No.1 (2017) with 6 Articles.
2. In Volume 1 No.1 and No. 2 (2017), the Journal of Government and Civil Society (JGCS) has not used the online article review system through OJS. The review system is done online via email.
3. Since Volume 2 No. 1 (2018), the Journal of Government and Civil Society (JGCS) has conducted an online review mechanism through OJS, but the review process is carried out by the editorial board because we do not yet have a peer-reviewer.
4. Started from Volume 2 No. 2 (2018) the entire article publication process is done online through OJS from the submission process to publication, and the review process is gradually being improved in quality by involving peer-review experts in the scope of Government Science and Civil Society.
