e-Procurement: Inovasi Penyelenggaraan Pemerintahan dalam Pengadaan Barang dan Jasa Berbasis e-Government di Indonesia

Abstract


Pemanfaatan perkembangan teknologi untuk penigkatan kualitas pelayanan publik perlu dilakukan sebagai upaya menciptakan tata kelola pemerintahan yang transparan, akuntabel, cepat, dan tepat. Kebijakan e-Procurement merupakan salah satu inovasi pemanfaatan teknologi dalam upaya memperbaiki pengadaan barang dan jasa pemerintahan yang selama ini rawan korupsi. Tulisan ini mencoba menganalisis upaya optimalisasi inovasi dalam penyelenggaran kebijakan pengadaan barang dan jasa pemerintahan melalui e-Procurement di Indonesia berjalan selama kurang lebih satu dekade. Berdasarkan kepada hasil penelitian, perlu adanya integrasi dan kolaborasi yang baik antara kebijakan pengadaan yang, stakeholder yang terlibat, dan peran Unit Layanan Pengadaan (ULP) untuk mencapai optimalisasi dalam pelaksanaan kebijakan pengadaan barang dan jasa pemerintahan melalui e-Procurement.

 

Utilization of technological developments for improving the quality of public services needs to be done in an effort to create transparent, accountable, quick, and appropriate governance. e-Procurement policy is one of technology utilization innovations in the effort to improve the public procurement that have been prone to corruption. This paper tries to analyze the efforts to optimize innovation in the implementation of government procurement of goods and services through e-Procurement in Indonesia that has been running for about a decade. Based on the results of the research, there needs to be good integration and collaboration between procurement policies, stakeholders involved, and the role of the Procurement Services Unit (ULP) to achieve optimization in the implementation of government procurement policies through e-Procurement.
